The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The State of Wisconsin currently has over 22,662 registered sex offenders with an average increase of nine new registrants per week. In order to continue to address these increasing numbers of registered sex offenders in the State, meet SORNA requirements, and work towards substantial implementation, the Wisconsin Department of Corrections plans to enhance their current sex offender registration system, provide education targeting SORNA mandates, and modify their current sex offender registration form. To accomplish these three goals, Wisconsin Department of Corrections will (1) upgrade and enhance their technology and workstations so they may properly track sex offenders and improve their information sharing interagency as well as inter-jurisdictional informational sharing; (2) provide education about SORNA, largely through online trainings for law enforcement as well as community outreach; and (3) modify the sex offender registration form to collect mandatory data that includes the 12 additional elements mandated by SORNA. ca/ncf
