The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Minnesota Bureau of Criminal Apprehension (BCA) is the central repository for all registration information in Minnesota and houses the Minnesota Predatory Offender Registry (POR). The BCA seeks to implement a POR digitization project that will establish an Electronic Document Management System (EDMS) that meets the SORNA requirements under Section VI of the SORNA guidelines. This digitization project will enhance the already strong BCA POR database and allow more effective and efficient communications with other Minnesota criminal justice entities and nationwide registries. The BCA has identified four main goals for this project: 1) Document analysis of POR records; 2) Implement and integrate an EDMS; 3) Expand on previous SORNA technological improvements; 4) become compliant with SORNA's document digitization requirement.
