Description of original award (Fiscal Year 2016, $400,000)
The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (42 U.S.C. § 16909, et seq.; Pub. L. 113-235, 128 Stat. 2130, 2193) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist states, the District of Columbia, U.S. principal territories and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.
The California Department of Justice (CA DOJ) plans to ensure that California sex offenders records are accurate, complete and up-to-date at the state and national levels. To do so, the CA DOJ will implement the following goals and objectives under this award: 1) utilize the Database Audit Tool that will allow CA DOJ to effectively identify, extract and manage sex offender registrant records as well as for other CA DOJ systems that may be used to investigate sex offenses and further sex offender registration and notification; and 2) procure and require adequate technical software support for the California Security and Arson Registry (CSAR) system to ensure that daily sex offender registration information can be entered and made available to both law enforcement and public websites without interruption and delay. ca/ncf
