Description of original award (Fiscal Year 2013, $1,000,000)
The SORNA Tribal Training and Technical Assistance (TTA) Program will focus on providing training and technical assistance to tribal jurisdictions for the purpose of developing programs to substantially implement SORNA. Fox Valley Technical College will provide targeted TTA to tribes that have opted to become SORNA registration jurisdictions, with an emphasis on hard to reach and underserved tribes. This TTA will include providing guidance and direction to tribal jurisdictions on how to substantially implement the minimum requirements set by SORNA; how to develop and sustain a functioning sex offender registration and notification program; how to integrate a sex offender registration and notification program with other criminal justice and victim/survivor serving programs; and how to develop quality, competitive grant applications responses to the SMART Office solicitations.
Fox Valley Technical College will also assist tribal jurisdictions in their work to develop or enhance jurisdiction-wide SORNA sex offender registration programs or functions, and to undertake critical research and provide additional information to the SMART Office and the sex offender management field on the juvenile and adult sex offender treatment and re-entry services available to tribal communities. These funds will be used primarily to 1) identify programs and tools used in juvenile and adult sex offender treatment and sex offender management services particular to Native American sex offenders; 2) identify sex offender management experts in tribal communities or experts who provide these services to Indian Country; and 3) gather these experts for an Indian Country forum in order to develop recommendations for future SMART Office activities related to sex offender management in Indian Country. ca/ncf
