Description of original award (Fiscal Year 2010, $207,239)

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

In order to meet the requirements of the AWA, the Kentucky State Police (KSP) plan to enhance the sex offender registration unit, and sex offender registration functions. To accomplish this, they plan to continue non-compliance investigations to complete verifications, implement a Sex Offender Web-based Registration Application to automate the registration process and provide accurate and complete information to state and federal partners, and interface Kentucky Offender Management Systems (KOMS) with the Commonwealth's Criminal History (CCH) to share information related to offenders in the state. Funding would also help to purchase equipment such as digital cameras, and preserve relationships with vendors such as Intelligent Document Management Solutions (IDMS) and Northrop Grumman.
