Description of original award (Fiscal Year 2008, $164,977)

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) Office to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in implementing and/or enhancing sex offender registration and notification programs that support compliance with Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The City of Hartford's Police Department will work to improve compliance with sex offender registration requirements including those mandated by SORNA. The objectives of this project are: 1) increase the percentage of registered sex offenders in compliance with registry requirements 2) increase the number of sex offenders identified in Hartford through conducting enforcement/case investigations; 3) increase the amount of time dedicated to compliance enforcement; 4) increase community notification by participation in community meetings; and 5) increase the level of cooperation with authorized staff working at homeless, emergency or other shelters where registered sex offenders reside through monthly sworn officer visits with shelter staff. To achieve these objectives, the Hartford Police Department will implement an intensive monitoring effort to increase compliance; and contract and purchase equipment and software that will improve the department's overall capability to track sex offenders.
