The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) Office to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in implementing and/or enhancing sex offender registration and notification programs that support compliance with Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Tangipahoa Parish Sheriff's Office (TPSO) is the chief law enforcement agency for Tangipahoa Parish, Livingston Parish, and St. Helena Parish. In order to comply with the requirements of the AWA, TPSO plans to establish multiple programs with grant funds. These programs include: the Tri-Parish Compliance and Follow-Up Unit; Tri-Parish Public Education and Outreach For Sexual Predator Protection program; and the Tri-Parish Standard Operating Procedures for Sexual Offender Predicator Registry Monitoring and Follow-Up program. Through these three programs, the TPSO will monitor compliance of registered sex offenders; educate affected law enforcement personnel about sex offender registration and notification, with emphasis on SORNA requirements; assess tri-parish compliance with SORNA; and implement and maintain standard operating procedures to address compliance issues.
