Description of original award (Fiscal Year 2014, $200,000)

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist states, the District of Columbia, U.S. principal territories and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

In an effort to improve and maintain Alabama's compliance with SORNA, the Alabama Office of Prosecution Services (OPS) proposes to train victims' service providers, prosecutors, law enforcement, probation and parole, and other criminal justice agencies that prosecute, register, monitor, and track sex offenders in Alabama. OPS also plans to and make a sex offender resource prosecutor available to these criminal justice agencies. In addition, OPS intends to enhance the infrastructure of local law enforcement agencies by expanding the accessibility where sex offenders are required to register and provide DNA by providing them with access to the DNA Tracker secure database, barcode printers, and fingerprint scanners, all of which are necessary tools to ensure compliance with SORNA. ca/ncf
