The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist states, the District of Columbia, U.S. principal territories and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Northern Arapaho Tribe is continuing their tribal implementation process for SORNA. This process includes: hiring one full-time Office Assistant responsible for aiding the Wind River SORNA (WRSORNA) Director/Compliance Officer; continuing to promote public safety through the use of the WRSORNA Program Director/Compliance Officer; continuing to work with other jurisdictions through information sharing as it relates to sex offender registration, tracking, notification, compliance, and accountability; continuing to keep the Eastern Shoshone Tribe updated and knowledgeable of the program progress, as Northern Arapaho Tribe shares the Wind River Reservation land with the Eastern Shoshone Tribe; planning and conducting community meetings in the surrounding communities about the duties and responsibilities of the WRSORNA Office; continuing to attend monthly SORNA Containment Meetings with other jurisdictional personnel; and continuing to update and keep current records of all registered sex offenders within the jurisdiction. ca/ncf
