Description of original award (Fiscal Year 2012, $87,262)

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Saginaw Chippewa Indian Tribe has the following goals for implementation of SORNA: (1) to train officers on the registration and compliance of sex offenders and enhance the tribe's Adam Walsh Act (AWA) Task Force knowledge of compliance and monitoring; (2) to provide properly working office and AFIS equipment, along with digital formatting for sex offender registration requirements, while adding programs that interface and combine existing applications; (3) to update and maintain a sex offender registry officefor security, retention of files, and functionality while replacing overworked and inadequate computers; and (4) to address overtime issues with dispatchers covering for verification periods four times a year.
