The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.
The Sault Ste. Marie Tribe of Chippewa Indians will use grant funds to assist with the implementation of the Adam Walsh Act within the boundaries of the Sault Tribe Reservation lands, trust lands, and any other lands held and owned by the Sault Tribe. Activities to carry out the objectives of this project includes: 1) Creating a multi-disciplinary team to oversee the development of the comprehensive program plan; gathering and analyzing data related to the conviction of juvenile and adult sex offenders within the jurisdiction boundaries of the Sault Tribe; 2) Providing community notifications and education materials; 3) Training of law enforcement staff; 4) Developing and implementing case management plan; and 5) Obtaining equipment and supplies such as software and hardware upgrades for law enforcement, Tribal Court, Prosecutor's office, and client services in the form of tether units, DNA testing, and any other sentencing related materials required for the proper tracking and monitoring of all adjudicated sex offenders.
