The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.
The Kickapoo Tribe of Oklahoma is requesting support with developing and/or enhancing the program designed to implement requirements of SORNA under the AWA by requesting assistance to: 1) Improve the efficiency of collection and storage of data (finger and palm prints) when registering sex offenders; 2) Provide support for coordinated interagency efforts with the State for collection and storage of DNA; 3) Develop and implement training for the Kickapoo Tribal Police personnel responsible for sex offender registration, notification, and monitoring as it relates to SORNA implementation in the Kickapoo Tribes jurisdiction. The Kickapoo Tribal Police Department is also planning on conducting a Safety Week in the community which would include activities such as fingerprinting and picture identification of children as well as providing information on how to be aware of strangers. Additional equipment is also needed such as livescan technology and computers to upkeep the Kickapoo Sex Offender Public Website.
