The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Shoshone-Paiute Tribes of the Duck Valley Reservation have opted to develop and implement a sex offender registration program that will comply with the requirements of the Sex Offender Registration and Notification Act (SORNA) under the Adam Walsh Act. The Shoshone-Paiute Tribes of Duck Valley will accomplish this through the following objectives: 1) Create a tribal program to implement SORNA compliance for the Duck Valley Indian Reservation; 2) Staff the Shoshone-Paiute Tribes SORNA Program with a technician or staff member; 3) Educate and train the legislative body-Tribal Business Council on SORNA; 4) Plan with the Tribal Business Council on SORNA implementation activity and needs for Duck Valley Reservation in program design; 5) Enact Ordinance/Code and SORNA controls with the Tribal Business Council; 6) Negotiate Cooperative Agreements with Idaho and Nevada for SORNA compliance; 7) Register sex offenders and implement designed program. The program would also establish a structured office for sex offenders to report to when entering the reservation.
