The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Connecticut State Police Sex Offender Registry Unit (SORU) is seeking a Grant award for the purpose of meeting SORNA requirements. Although the CT SORU has conducted training pertaining to the registry etc. it has not been subject specific to the SORNA requirements. The SORU will have to develop and implement a new training program, however the SORU does not have sufficient equipment to develop and implement the training necessary to meet the SORNA requirements. Because of this, the SORU is seeking funds to purchase an additional laptop and projector and 2 air cards to accommodate internet access. The SORU seeks an additional 7 desktop scanners to begin converting documents to include fingerprints and palm prints to a digitized format for over 5,000 active sex offenders to meet SORNA requirements.
