The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.
The Pueblo de San Ildefonso Nation has elected to implement SORNA under the AWA. This grant will support the nation's effort to establish a sex offender registration program. The nation is requesting funding for the following strategies: 1) Enhance Tribal Court infrastructure to collect, store, submit and analyze sex offender biometric data, such as finger and palm prints, and DNA; 2) Enhance Tribal Court infrastructure to collect and store required registration documents, such as current photographs and location maps; 3) Coordinate interagency efforts to implement SORNA with BIA Law Enforcement, medical and state lab personnel, schools, employers, and neighboring Pueblo and state jurisdictions; 4) Develop and implement training for law enforcement, Tribal leadership, Tribal Court staff, and other personnel responsible for sex offender registration, notification, and monitoring in the Pueblo de San Ildefonso.
