Sisseton-Wahpeton Oyate Sex Offender Registry Program. To create a Sex Offender Registry Program and Office on the LakeTraverse Reservation located in Roberts County, South Dakota.

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in implementing and/or enhancing sex offender registration and notification programs that support compliance with Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Sisseton-Wahpeton Oyate (SWO) of the Lake Traverse Reservation has designated the SWO SORNA Taskforce to work towards substantial implementation of SORNA. Grant funds will support the SWO Taskforce in accomplishing the following objectives: 1) development of a SWO Sex Offender Office; 2) creation of a system for notifying the public of Sex Offenders and those on absconder status; 3) maintenance of a website of all sex offender required to register with the Tribe; and 4) development of a sex offender code and policies and procedures manual.
