The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in implementing and/or enhancing sex offender registration and notification programs that support compliance with Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.
This grant will support activities associated with developing and maintaining a sex offender registry in accordance with the requirements of SORNA. The following strategies have been identified for this grant: 1) staff a registry office; 2) develop and implement criminal procedures for a sex offender registration code for inclusion in the laws of the Fort Belknap Indian Community; 3) enhance infrastructure for the collection, storage, submission or analysis of sex offender biometric data (finger and palm prints); 4) demonstrate maintenance of a sex offender registry that mandates sex offenders to register and maintain a current registration in each jurisdiction where the offender resides, is an employee, or is a student; and 5) support coordination and collaboration efforts to comply with SORNA.
