The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) Office to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in implementing and/or enhancing sex offender registration and notification programs which support compliance with Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.
In an effort to ensure that sex offenders continue registering for the duration of their established registration requirement, the City of Allen Park aims to create a SORNA requirement-based monitoring and tracking project. Under this project, two detectives will be assigned to randomly visit offenders at their registered address three times during the course of the year increasing resident checks from a previously annual basis. These address verification checks will allow the city to determine the total number of compliant and non-compliant sex offenders and pursue enforcement cases. This project will also support the purchase of a palm-print scanner to enable the city to obtain digital information necessary for the sex offender registry. The Allen Park Police Department will improve efficiency through developing a uniform process of documenting contacts made with sex offenders as well as evaluating and analyzing SORNA monitoring and tracking outcomes.
