Description of original award (Fiscal Year 2024, $242,054)

The Ohio Attorney General’s Bureau of Criminal Investigation (BCI) respectfully requests a scope change request to award number 15PSMA-24-GG-01725-AWAX. 

BCI originally requested $599,956.88 to hire two SORN Quality Assurance Specialists; purchase a vehicle for each of them (and corresponding mileage costs); and purchase necessary laptops, mobile phones and Microsoft licenses.

As BCI was only awarded $242,054.00, they will only be able to hire one SORN Quality Assurance Specialist and the corresponding mileage cost; laptop; mobile phone; and Microsoft license. No vehicles will be purchased. Hence, four of the original grant application's objectives (Objectives 1.2; 1.3; 1.4; and 1.5) will be changed.

The grant project's original goal and objectives were:

Goal 1: Enhance and maintain Ohio’s implementation of SORNA to address areas of concern pointed out in the November 2021 National Sex Offender Registry (NSOR) audit
Objective 1.1: Ensure that at least 93.33% Ohio’s NSOR records will be 100% complete by the audit cycle in 2027.
Objective 1.2: Reduce orphan records that exist in NCIC but do not exist in Offender Watch by at least 75% by the end of the project period.
Objective 1.3: Reduce data discrepancies where the data for an offender in NCIC does not match what is in Offender Watch by at least 75% by the end of the project period.
Objective 1.4: Reduce the number of older Offender Watch records that have been rejected by NCIC by at least 75% by the end of the project period.
Objective 1.5: Reduce the number of monthly validations sent by NCIC by at least 75% by the end of the project period.
