Kim Martin is a grants management specialist in the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) in the U.S. Department of Justice, Office of Justice Programs.
Prior to joining the SMART Office, Ms. Martin served as a lead grants management specialist at the Administration for Children & Families (ACF), Office of Planning Research and Evaluation at the U.S. Department of Health & Human Services. There, she oversaw a wide array of grants, including programs such as Head Start and Child Care Dissertation Grants.
Ms. Martin was responsible for evaluating the financial conditions, business integrity and operational capacity of complex grant and cooperative agreements to ensure compliance with regulatory, policy, and reporting requirements. She also contributed her expertise as a subject matter expert on grant peer review panels, particularly focusing on social service program development and training and technical assistance for the Office of Grants Management Division of Innovation and Improvement Assistance, within ACF.
Ms. Martin holds a Grants Management Certificate Level I and II from Management Concepts, as well as a Contracts Management Certificate from Northern Virginia Community College, VA.
