Sex Offender Registry

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The Puerto Rico Criminal Justice Information Services Office (PR CJIS) has partnered with the Puerto Rico Police Department (PRPD) to work towards full compliance with SORNA. The CJIS SOR Enhancements and Victim Notification Plan (SEVNP) will be put into place in order to reach this compliance. Based on the SEVNP, the PR CJIS and PRPD will work to improve the following: 1) Criminal history and support for SOR details; maintenance and submission of the National Crime Information Center (NCIC) Sex Offender Files (SOF) entries; maintenance of NCIC-SOF and CJIS-SOR in sync at all times; 2) Update current CJIS-SOR to NSOR web-services to be compliant with AWA that require the support of National Information Exchange Model (NIEM) based data exchanges; 3) Follow up services that require updating the location, photo-image history, registry status, and any other information relevant to the location, place of work or subject habitual moving patterns; 4) Start a new CJIS effort to fully implement the Victim Notification.
