SMART FY 2024 Keep Young Athletes Safe

This program will fund the design and implementation of a program that aims to safeguard amateur athletes through the prevention of sexual, physical and emotional abuse in the athletic programs of the USOPC and each NGB. Under the KYAS program, the grantee will design and implement measures to protect young athletes through the development of educational materials, training programs and policies, and necessary tools to help prevent and address identified abuse.

This program assists states, the District of Columbia, principal territories and certain federally recognized Indian tribes with developing and enhancing programs designed to implement the Sex Offender Registration and Notification Act (SORNA) (34 U.S.C. section 20901 et seq.). SORNA was enacted to provide a comprehensive set of minimum standards for sex offender registration and notification in the United States. SORNA requires jurisdictions to maintain a sex offender registry and for sex offenders to register and maintain a current registration.

This program is a critical component of SORNA's scheme to provide a comprehensive national sex offender registration and notification system. With a single query from any internet connected device, NSOPW.gov enables law enforcement and the public to search state, territory and tribal public sex offender registries for public sex offender data. NSOPW.gov operates similarly to a search engine and uses web services to access registered sex offender information directly from individual jurisdictions.

The Support for Adam Walsh Act (AWA) Implementation Grant Program assists jurisdictions with developing and or enhancing programs designed to implement the requirements of SORNA. In summary, SORNA requires: (1) all States, the District of Columbia, the principal U.S. territories, and participating federally recognized Indian tribes to maintain a sex offender registry; and (2) sex offenders to register and maintain a current registration in each jurisdiction where the offender resides, is an employee, or is a student.
